National Strategy for Animal Welfare & Adoption Systems

United for Paws Initiative

A strategic initiative to modernize animal welfare, reduce shelter euthanasia, and develop national adoption and animal management systems through public–private partnerships, technology integration, and coordinated national infrastructure.

Our Mission

The United for Paws Initiative is designed to modernize national animal welfare systems by strengthening adoption infrastructure, reducing shelter overcrowding, and improving animal management capabilities nationwide. The initiative coordinates public–private partnerships, policy frameworks, and advanced technology platforms to expand adoption capacity, streamline operations, and support sustainable outcomes across communities and institutions.

Our mission is to create long-term, systemic improvement by aligning government agencies, shelters, professional organizations, and technology partners under a unified strategy for reforming animal welfare in the United States.

The Challenge

Animal welfare systems in the United States operate with significant operational and infrastructure constraints. Shelters and animal management organizations face inconsistent funding models, fragmented data systems, limited staffing capacity, and the absence of standardized national processes. Adoption operations remain decentralized and inefficient, resulting in overcrowding, limited throughput, and uneven access to resources across communities.

Current systems lack national coordination and unified technology platforms that can streamline adoption, expand capacity, and support long-term sustainability. These gaps create an urgent need for a modernized, scalable model capable of integrating public–private partnerships, institutional engagement, and high-visibility national platforms.

Strategic Opportunity

The United States has access to national-scale platforms—professional sports organizations, national institutions, technology providers, and high-visibility partners—that can be leveraged to modernize animal welfare operations and expand adoption capacity. Through coordinated public–private partnerships, AI-enabled adoption systems, and unified national platforms, the United States can establish the first fully integrated model for animal management and shelter operations.

This initiative aligns institutional partners, technology infrastructure, and national-level platforms to support scalable adoption systems, reduce operational burden on shelters, and strengthen long-term animal welfare outcomes.

The United for Paws Framework

National Partnerships & Institutional Alliances

Collaboration with professional sports organizations, national media platforms, shelter systems, and public–private institutions to scale adoption infrastructure and create coordinated national visibility for animal welfare systems.

AI-Enabled Adoption & Data Infrastructure

Deployment of a national, AI-powered adoption matching system that integrates shelter data, operational metrics, and national search capabilities to streamline adoption processes and improve outcomes across communities.

Shelter Modernization & Operational Capacity

Standardization of shelter operations through training, staffing support, national operating guidelines, and technology upgrades designed to increase throughput capacity and reduce overcrowding across the shelter ecosystem.

Public–Private Collaboration & Corporate Integration

Engagement with technology providers, corporate partners, logistics networks, and retail organizations to support funding, operational infrastructure, and national-scale implementation of adoption systems and services.

National Communication Platforms & Outreach Systems

Strategic communication channels and national media platforms that support coordinated adoption campaigns, data-driven public awareness, and nationwide educational initiatives.

How It Works

1. Foundation

Establish the national shelter data grid, secure institutional partnerships with professional sports organizations and corporate platforms, and deploy the initial AI-enabled adoption infrastructure across key pilot cities.

2. Activation

Integrate national communication channels, operationalize shelter modernization standards, and launch coordinated adoption systems supported by technology deployment, stakeholder engagement, and cross-sector collaboration.

3. Scale

Expand the national platform to additional partners and jurisdictions, increase data capacity, standardize operating models across shelters, and advance toward the benchmark of zero-kill shelter status at national scale.

Expected Impact

A measurable reduction in shelter euthanasia rates driven by national-scale infrastructural modernization and coordinated adoption systems. The initiative accelerates the placement of animals through AI-enabled matching, operational standardization, and capacity expansion across shelter networks. Sustainable funding mechanisms and public–private partnerships strengthen long-term operational resilience.

As participation scales through institutional platforms, national partners, and technology deployment, United for Paws creates a structural shift in how animal welfare is managed in the United States—transforming adoption outcomes, improving shelter performance, and establishing a replicable model for zero-kill shelter systems.
